Global Political Intelligence and Strategy

Every politician is surrounded by people whose income depends on keeping him comfortable.

Cardinal is the firm you pay to tell you the truth: what is being said about you, where it started, whether it is real, what it will cost, and what to do. With a rapid response desk for the emergency nobody saw coming.

  • ExclusiveOne client per contest. Never both sides of a race, at any price.
  • Ward levelObservers in the places commercial monitoring cannot reach.
  • On callA story breaks at six in the morning. By eight you have the facts and the words.
  • AccountableWe score our own judgements after every election we work on.

The problem

By the time you hear it, it is already too late.

Your media aide’s salary depends on your mood. Your party men need you confident. Your pollsters were hired by people who wanted a particular number. Everyone in that room has a reason to soften what they know, and the softening is rarely dishonest. It is what happens when a man’s income depends on another man’s temper.

Meanwhile the politics moves. Elections here are decided by stories that travel faster than anyone can check them. A claim reaches WhatsApp, moves to the radio phone-ins and the market, and becomes accepted fact before noon. Some of those claims are now manufactured, and the tools to manufacture them cost almost nothing.

The monitoring platforms a campaign buys count mentions instead of meaning. They cannot see into WhatsApp, or a market conversation, or a radio phone-in at seven in the morning, which is where the politics of your state actually happens. So you hear about the thing damaging you only once it has hardened into what everybody knows, which is usually about three weeks after it started. By then it is not a communications problem. It is a repair job, and repair is expensive.

What we provide

Three things, delivered on a fixed schedule.

01

The Narrative Map

Every live claim about you: where it is circulating, who is carrying it, whether it is spreading on its own or being paid for, and what it is costing you. Plotted ward by ward and platform by platform, in your hands within three weeks of engagement.

02

The Weekly Brief

The same day, the same hour, every week. What changed, what it means, what to do first, and a named person on your side accountable for each recommendation. Short enough to read in full before a morning meeting.

03

The Response Desk

For the morning it breaks. An allegation, a leaked document, a court date, a defection, a recording that may or may not be you. We tell you what is true, whether it will die on its own, and if it will not, exactly what to say and who should say it. Then we write it.

When it breaks

Most crises are decided before lunch.

A story lands on a Tuesday morning. A certificate is questioned. A memo leaks. A recording appears that is either doctored or badly timed. A ward leader defects on camera. By midday your people are in a room having the same argument they always have, which is whether to answer it or let it pass.

That argument is expensive because both answers are sometimes right. Answer a story that was dying and you feed it. Ignore a story that was building and you hand it to your opponent, who will run with it for a week. The judgement is worth more than the drafting, and you have hours to make it, not days.

The Response Desk makes that judgement and gives you the reason for it. What is actually true and what can be proven. Where the story started and who is carrying it. Whether it is moving on its own or being pushed and paid for. Whether it will still be alive on Friday. Then a plain recommendation: starve it, or answer it.

When the answer is to respond, you are not handed a strategy memo. You get the words, the person who should say them, the channel and the hour, written and ready to publish while the story is still moveable.

Fabricated audio and video are one kind of emergency, and the fastest growing. A convincing fake of your voice now takes minutes to make. We establish where the file came from and whether the event it shows could have happened at all, and we never claim more certainty than the evidence carries. The doctrine is the same as for every other crisis: say only what can be stood behind, and never let the denial become the story.

Standards

What we refuse to do is what makes everything else worth paying for.

Cardinal does not fabricate polling. We do not generate synthetic audio, video or imagery of any person. We do not operate inauthentic accounts or purchased amplification, and we do not manufacture support that does not exist.

This is not a marketing position. A firm that sells defence against manufactured narrative cannot also be a supplier of it, and you are entitled to know which kind of firm you have engaged.

  • Every judgement we give you carries a stated level of confidence. When we do not know, we say we do not know.
  • We will not accuse anyone of running a coordinated operation on a single piece of evidence. Three independent indicators, named in the report, or it does not appear.
  • We will not promise to detect fabricated media with certainty, because nobody honestly can. We establish where a file came from and whether the event it shows could have happened, which is answerable where detection often is not.
  • Thirty days after every election we work on, we score every judgement we made against what actually happened, and we name the ones we got wrong.

Who we work for

One client per contest.

From a local government chairmanship to the presidency. For the duration of your engagement we will not work for any other candidate in your race. It is not negotiable, and it is why you can rely on what we report.

Candidates

Through a campaign cycle, where the timeline is short and the cost of a missed story is the seat.

Officeholders

Across a full term. Governing is four years of narrative management, not three months of it.

Parties and caucuses

Where the reputation belongs to a collective and no single member can repair it alone.

Institutions

Public bodies whose credibility is under sustained and often organised attack.

Where we sit

Cardinal Global Ltd is registered in Rwanda and operates from Kigali. The distance is the point. A firm embedded inside your state’s political machine cannot read that state honestly, because it has friends to protect and a side it is already on. Cardinal has neither.

Tell us which contest, and we will tell you what you are actually fighting.

Cardinal takes a small number of engagements each cycle. If your race is already covered, we will say so at the first exchange rather than the third.
