The firm

About Cardinal

A political intelligence firm sitting at the centre of Africa. Nigeria first, then the continent, built from the start to work anywhere.

Why the firm exists

The people who most need the truth are the least likely to be told it.

The most consequential decisions in a campaign or a government get taken on a picture of reality assembled by people who cannot afford to make it accurate. Everyone in the room draws an income that depends on the principal’s mood, so the picture arrives softened, and by the time it lands on his desk it is three weeks old.

Cardinal was built to be the one voice in that room with no stake in your comfort, and no stake in your defeat either. We are paid to report, not to please, and the day we start pleasing, we stop being worth the fee.

The proposition has two halves. Most weeks it means telling you what is moving against you before your own people can see it. On the week something breaks, when the room is arguing about whether to answer, it means being the person who says plainly which it should be, and then writing the words.

Where we sit

Registered in Rwanda. Working from Kigali.

Cardinal Global Ltd is registered with the Rwanda Development Board and operates from Kigali, at the neutral centre of Africa’s political landscape.

We are an African firm with a global vision. Nigeria is where we start, because Nigeria is the largest and most contested political market on the continent. It is not where we intend to stop.

Founder

Ugwuagbo Emmanuel Chizoba

Cardinal was founded by Ugwuagbo Emmanuel Chizoba, a Nigerian mass communication scholar and political communications practitioner based in Kigali.

He holds a Bachelor of Science and a Master of Science in Mass Communication from Enugu State University of Science and Technology, and is completing doctoral research on deepfake technology, media credibility and audience trust, which is the precise problem this firm was built to answer, studied before it was sold.

His practice has been at the centre of Nigerian political communication rather than at its edge. He has run gubernatorial media campaigns on both sides of the contest, for a sitting incumbent and for a major opposition candidate. He has served as a Technical Assistant on New Media to a state governor, run a broadcast newsroom as head of station, and built and shipped the digital platforms the firm runs on.

Most of that experience is crisis experience. It is one thing to know what a state is saying, and another to be in the room at seven in the morning when a story has landed and everyone is looking at you for the sentence. The response desk exists because that is the work he has actually done.

The method Cardinal sells was not designed in a seminar. It was assembled from what actually worked, and from watching what happens to principals when nobody around them is willing to say the hard sentence.

Standing rules

How the firm conducts itself

  • Confidence

Every judgement carries a stated level of confidence, and we say plainly when we do not know. A confident wrong answer costs a client more than an honest uncertain one.

  • Evidence

We do not accuse anyone of running a coordinated operation on a single indicator. Three independent indicators, named in the report, or the finding does not appear.

  • Exclusivity

One client per contest. For the duration of an engagement we will not work for any other candidate in that race, at any price.

  • Confidentiality

We do not disclose client relationships and will not confirm an engagement without written consent. Not to a journalist, not to another client, not to a prospective one.

  • Availability

Through a campaign, the response desk runs seven days. When a story breaks in the morning, you get a verdict and a drafted response the same day, not a meeting in the afternoon.

  • Accountability

Thirty days after every election we work on, we score our own judgements against what happened, and we publish the record annually, including the ones we got wrong.

  • Refusals

No fabricated polling. No synthetic audio, video or imagery of any person. No inauthentic accounts or purchased amplification. No manufactured support. No surveillance of private individuals.

Cardinal takes a small number of engagements each cycle.

One client per contest. If your race is already covered, we will say so at the first exchange rather than the third.
